Box 2470, Wise, VA 24293 is applying for the transfer, assignment, or sale of the permit rights of RIDGETOP DEVELOPMENT LLC of 691 North Arnold Avenue, Prestonsburg, KY 41653 concerning Permit No. 1102293 located in Wise County on Roaring Fork, 4 miles West of Norton, Virginia as provided by 4 VAC 25-130-774.17 of the Virginia Coal Surface Mining Reclamation Regulations. 

   Any person with a valid legal interest which might be adversely affected by this application to transfer, assign, or sell the permit rights of the aforementioned permit, may within 30 days of September 4, 2026 submit written comments concerning the application to the Mined Land Repurposing Program. A copy of the application materials is available electronically for public inspection at
