SOUTHSIDE NEIGHBORHOOD IMPROVEMENTS – PHASE 2
General Notice
    The City of Norton (Owner) is requesting Bids for the construction of the following Project:
Southside Neighborhood 
Improvements – Phase 2
Bids for the construction of the Project will be received at the Norton City Hall located 618 Virginia Ave NW, Norton, Virginia 24273, until September 22, at 2:00 P.M. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
    Includes the base bid construction of approximately 430 Linear Feet (L.F.) of 10-inch waterline, 325 L.F. of 6-inch waterline, 311 L.F. of 2-inch waterline, 9 gate valves, 1 air release valve, 1 blow-off valve, 3 fire hydrants, 12 water meter reconnections, and associated appurtenances.
     Base bid also includes 314 L.F. of 8-inch gravity sewer, 619 L.F. of 6-inch gravity sewer, 7 manholes, and associated appurtenances.
   Bids will be received for a single prime Contract for each individual Contract. Bids shall be on a lump sum and unit price basis. The Project is funded through the Virginia Department of Housing and Community Development.
Obtaining the Bidding Documents

Prospective Bidders may examine and obtain the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 7:00 am – 5:30 pm. Prospective Bidders may also examine copies of the Bidding Documents provided by the Issuing Office at the locations identified below.

    Electronic copies of the contract documents may be obtained from QuestCDN at www.questCDN.com, using the following QuestCDN 10334382 for a $50 nonrefundable fee per contract.
   Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $200, (non-refundable) for each set. Contractors have the option to purchase an electronic set of bidding documents (Adobe PDF Format) for a $50 non-refundable fee. Checks for Bidding Documents shall be payable to Rinker Design Associates, LLC. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
 
Pre-bid Conference
     A pre-bid conference for the Project will be held on September 8, at 10:00 A.M. at 618 Virginia Ave NW, Norton, Virginia 24273. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
    MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964, the Davis-Bacon Act; and Section 436 of P.L. 113-76 American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
    Build America Buy America requirements apply to this project.
     For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
     The City of Norton in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award
