    Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying to Mine Land Repurposing to renew NPDES Permit Number 0081576 in order to continue the operations at the following location: Permit No.1601576, is located approximately 0.3 mile from the Blackwood, Josephine and Laurel Grove communities and approximately 0.1 mile from White Oak Gap in Wise County.

   The permit area is located on the Norton USGS quadrangle map.

    Drainage and wastewater resulting from the permitted area discharges into Black Creek, a tributary of Powell River, via existing NPDES Discharge Point “S.” 

   The permit boundary is shown on the Renewal Map in Section 21.2 of the renewal application.

   Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of June 26, 2026 submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
