J.W. Construction Company, Inc. of P.O. Box 2470, Wise, VA 24293 is applying to the Virginia Mined Land Repurposing Program for a permit to conduct coal surface mining and reclamation operations. The site is in Wise County, Virginia, approximately 3 miles north of Appalachia. The site is east of Preacher Creek and west of Mud Lick Creek. The state plane northing and easting coordinates of the site are N 3,530,919.66 and E 10,221,979.86. The Appalachia, Virginia, USGS-7.5-minute quadrangle map was used to describe the location of the permit area. The proposed permit area (227.72 acres) may be viewed on the Application Map attached in Section 21.2 of the application.
Treated surface drainage will discharge into Preacher Creek and Mud Lick Creek of Callahan Creek. Proposed discharges are new, and their locations may be viewed on the Surface Water Hydrology map attached in Section 21.2 of the application.
Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state, or local government agency or authority, may within 30 days of June 16, 2026 submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
