REQUEST FOR 

PROPOSALS FOR 

ENGINEERING SERVICES

    The Dickenson County Public Service Authority is soliciting qualification statements and proposals from qualified engineering firms for services related to the Haysi Sewer Llne Replacement project. MBE/WBE/SBE firms are encouraged to submit proposals. Interested firms must comply with the following: The President's Executive Order Number 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Order Numbers 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964, Davis-Bacon Act and American Iron and Steel requirements. Interested firms must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

   The required engineering services may include, but not limited to: engineering studies, surveying, permits, preparation of engineering design and construction documents, resident inspection, related agency approvals, bid advertisement, document preparation, attendance at public and staff meetings when necessary, and performance of other engineering and surveylng services as required. Qualified, licensed firms shall submit Standard Form (SF) 330 as part of their proposal.

    All proposals must be delivered by  4:30  p.m. on April 1, 2026, in order to be considered. Proposals should be sent to the Dickenson County PSA, Attn: Dennis Baker, at 11996 Dickenson Highway, Clinchco, VA 24226. All selections will be made in accordance with the Virginia Statement Procurement laws and the Dickenson County PSA purchasing policy. The Dickenson County PSA reserves the right to reject any/or all proposals in whole or in part, to waive any informality and to base all conclusions, decisions, and actions in accordance with the best interests of the Dickenson County PSA.
