Red River Coal Company Inc. is applying to the Virginia Division of Mined land Reclamation for a Revision of PERMIT No. 1601576. This revision is to make Pond S permanent.

Pond S permanent, which on Permit No.1601576, is located approximately 0.3 mile from the Blackwood, Josephine and Laurel Grove communities and approximately 0.1 mile from White Oak Gap in Wise County.

The pond is adjacent to Black Creek Lake.

The permit area is located on the Norton USGS quadrangle map.

The pond is shown on the Surface Water Hydrology Map in Section 21 of the Application.

Drainage and wastewater resulting from the permitted area discharges into Black Creek via existing NPDES Discharge Point “S.”

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of December 26, 2025 submit written comments or objections concerning this applications, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
