Red River Coal Company, Inc. is applying for bond reduction on Permit No.1100033 located in Wise County approximately nine miles north of Norton in Wise County, VA near the headwaters of Guest River. This permit consists of 252.27 acres bonded under Virginia Coal Surface Mining Reclamation Fund (pool bond). As provided by 4VAC25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $831,300.00 in the form of insurance surety posted for this permit be reduced by $381,000.00.
This bond reduction request is based on the following Phase I reclamation:
1. Increments 1 and 12 have been regraded with cover vegetation planted, and Increments 13 and 14 have been regraded and revegetated with trees planted
2. Work on Increments 1 and 12 was completed August 2025, and work on Increments 13 and 14 was completed in February 2022.
3. Increments 2, 12, 13 and 14 show good vegetation growth.
4. These increments have a post-mining land use of Unmanaged Forest.
Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of November 14, 2025 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
