General Notice
  The Wise County Public Service Authority (Owner) is requesting Bids for the construction of the following Project:
Pole Bridge Road 
Water System 
Improvements Project
    Bids for the construction of the Project will be received at the Wise County Public Service Authority Office, located at 5622 Industrial Park Road, Norton, Virginia 24273, until Thursday, November 6, 2025, at 2:00 p.m., local time. At that time, the Bids received will be publicly opened and read.
    The Project includes the following Work:
   The base bid construction of approximately 22,007 L.F. of 8-inch waterline, 1,316 L.F. of 6-inch waterline, 11,260 L.F. of 4-inch waterline, 4,079 L.F. of 2-inch waterline, 9,820 L.F. of ¾-inch waterline, 34 gate valves, 15 blow-off valves, 10 fire hydrants, 233 water meter assemblies and reconnections, and associated appurtenances.
    Bids will be received for a single prime Contract for each individual Contract.  Bids shall be on a lump sum and unit price basis.
  The Project is funded through the USDA Rural Development.
Obtaining the Bidding 
Documents

Prospective Bidders may examine and obtain the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 7:00 a.m. and 5:30 p.m.    Prospective Bidders may also examine copies of the Bidding Documents provided by the Issuing Office at the locations identified below.

   Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $200 (non-refundable) for each set.  Checks for Bidding Documents shall be payable to The Lane Group, Inc.  Upon request and receipt of the document deposit indicated above, plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service.  The shipping charge amount will depend on the shipping method selected by the prospective Bidder.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from sources other than the Issuing Office or the QuestCDN plan room.
Pre-bid Conference
  
    A pre-bid conference for the Project will be held on Tuesday, October 21, 2025, at 10:00 A.M. at the Wise County Public Service Authority Office, 5622 Industrial Park Rd., Norton, Virginia 24273. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
     For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
    Bidders must comply with the following: The President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; and the Civil Rights Act of 1964. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
American Iron and Steel
    Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
    The following waivers apply to this Contract: De Minimis, Minor Components and Pig iron and direct reduced iron.
