Separate sealed Bids for the Water Treatment Plant Electrical Upgrades for the Wise County Public Service Authority, which consists of the replacement of multiple electrical panels, Motor Control Center, starters, and transformer at the Wise County Water Treatment Plant located in Carfax, Virginia, will be received at 5622 Industrial Park Road, Norton, VA 24273, and
online at https://www.tlplanroom.com
until 2:00 P.M., local prevailing time, on September 30, 2025, and then publicly opened and read aloud. The bid opening will also be broadcasted virtually. Contact Thompson & Litton, Inc. for the link to the virtual bid opening.
NOTE: BIDDERS SUBMITTING ELECTRONICALLY ARE ALSO REQUIRED TO SUBMIT HARD COPIES TO THE WISE COUNTY PUBLIC SERVICE AUTHORITY BY 2:00 P.M., LOCAL PREVAILING TIME, ON SEPTEMBER 30, 2025.

A non-mandatory Pre-Bid Conference will be held on September 11, 2025 at 10:00 A.M. All interested parties are requested to meet the Engineer at the office of the Wise County Public Service Authority, 5622 Industrial Park Road, Norton, Virginia 24273 at that time.
Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330).
Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.
MBE/WBE firms are encouraged to submit Bids.
The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).
The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
