     Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying to Mine Land Repurposing to renew NPDES Permit Number 0081760 in order to continue the operations at the following location: is approximately 6 miles northwest of Norton on Rogers Ridge and Amos Ridge off State Route 620 and is located on the Flat Gap, VA-KY USGS quadrangle map.  

     Drainage and wastewater resulting from the mining operation will be discharged through approved sediment control to Powell River and Roaring Fork.

   The permit boundary is shown on the Surface Water Hydrology Map in Section 21.2 of the renewal application.

   Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of August 8, 2025 submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
