BANNER COMMUNITY SEWER COLLECTION PROJECT
    Separate sealed Bids for the construction of the “Banner Community Sewer Collection Project” will be received by Cody A. McElroy, P.E., Executive Director of Wise County Public Service Authority, 5622 Industrial Park Road, Norton, Virginia 24273 until 2:00 p.m. local time on Thursday, August 14, 2025, at which time the Bids received will be publicly opened and read aloud.
    This Project will install new sewer lines throughout the Banner Community in Two (2) Divisions as follows:
    Division I - Includes the construction of approximately 10,171 L.F. of 8-inch sewer line, 1,567 L.F. of 6-inch sewer line, 3,304 L.F. of 4-inch sewer line, 1,842 L.F of 3-inch forcemain, 80 manholes, connection of 53 services, 435 L.F. of 16-inch steel casing, 90 L.F. of 8-inch steel casing and associated appurtenances.
    Division II – Includes the base bid construction of a pump station, wetwell, controls, generator, yard hydrant, 12 L.F. of 8-inch sewer line, 10 L.F. of 3-inch forcemain, access road, fencing, and associated appurtenances.
     Bids will be received for a single prime Contract for each individual division.  Bids shall be on a lump sum and unit price basis.  The Project is funded through the Virginia Department of Housing and Community Development, Appalachian Regional Commission, LENOWISCO Planning District Commission, and the Virginia Department of Environmental Quality.

Prospective Bidders may examine and obtain the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 7:00 a.m. – 5:30 p.m.

     Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $250 (non-refundable) for each division set.  Checks for Bidding Documents shall be payable to The Lane Group, Inc.  Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service.  The shipping charge amount will depend on the shipping method selected by the prospective Bidder.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office or QuestCDN Plan Room.
     A pre-bid conference will be held at 10:00 a.m. local time on Tuesday, July 29, 2025, at the Wise County Public Service Authority Administrative Office, 5622 Industrial Park Road, Norton, Virginia 24273. Attendance at the pre-bid conference is encouraged but not required.
    Bid security shall be furnished in accordance with the Instructions to Bidders.
    MBE/WBE firms are encouraged to submit bids.  Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964, the Davis-Bacon Act; and Section 436 of P.L. 113-76 American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
