City dam upgrades encounter delays

This view shows most of the spillway chute now under construction. The state’s dam safety agency ordered Norton to upgrade the dam so that it can safely pass water from a ‘probable maximum flood.’ The facility is now rated able to pass only one-quarter of the rainfall from such an event.
