Norton city council Tuesday honored city Electoral Board Secretary Ruth Woods for three decades of service. Council presented a plaque to city Registrar Marie Muir to pass along to Woods, who was out of town. On Aug. 6, Woods wrote a letter of resignation from the position to the judges of the 30th Circuit, citing health issues. Woods noted that she had served as secretary of the board across the terms of eight Virginia governors.
