Carlos Noaks AGE: 55 EDUCATION: J.I. Burton High School graduate; attended Emory and Henry College and Clinch Valley College; graduate of Southwest Virginia Criminal Justice Academy. EMPLOYMENT: 1982, patrolman, Norton Police Department; 1986, city sheriff’s deputy under Sheriff Bruce Rose; upon Rose’s retirement in 1998, ran and won competitive race for city sheriff, a position he has held since, running unopposed until this year.
