Overcrowded, underfunded: Money cuts slam animal shelter

The shelter contains 36 dog kennels and 30 cat cages. Chief animal warden Glen Arwood said it’s often difficult to delay euthanizations much beyond state holding requirements — seven days for stray animals and 12 days for animals wearing identification tags or collars.
