Tuesday night, Norton City Council recognized Sheriff Carlos Noaks, who is about to retire, for more than 39 years of law enforcement service. Noaks began as a city police officer Oct. 1, 1982. He became a deputy sheriff July 1, 1986 and became sheriff Jan. 1, 1998. CITY OF NORTON PHOTO
