The object of this suit is to enforce the lien of Vanderbilt Mortgage and Finance, Inc. against certain personal property designated as a certain 2000 Fleetwood Manufactured Home, VIN # VAFLY19AB03574-HE13, located at 2053 Baum Hollow Road, East Stone Gap, Virginia 24246.

An affidavit having been made and filed that diligence has been used without effect to ascertain the identity and location of the heirs, devisees or creditors of Larry K. Slagle, who are or may be persons interested in the subject property:

It is hereby ORDERED that each of such parties appear on or before the 17th day of October, 2013, and do whatever is necessary to protect their interests in said property.

The City of Norton (City) invites Statements of Qualifications (SOQ) from qualified firms/individuals for professional engineering and architecture services in support of the City’s projects on an open-end basis. At this time, the City has potential projects in the early identification and planning phase. However, there are no specific projects relative to responding this Request for Qualifications (RFQ). The City envisions, however does not limit, projects that may entail general consulting, inspection, representation with regulatory agencies, construction administration services, preliminary engineering or project design for urban planning; streetscapes and walking trails; preliminary engineering reports; water and sewer replacement and/or extensions; water treatment plant maintenance and upgrade; pump stations; storm water drainage; street improvements; transportation planning; bridge inspection; preliminary architectural reports; new construction; office and support facilities renovation and/or adaptive reuse; roof repair/replacement; and similar services in support City government and the needs of its citizens.

Statements of Qualifications will be considered based on the following criteria:

Experience and qualifications of individuals available for assignment.

Location of offeror’s principal office and proximity to the City of Norton.

Relevant experience in providing similar services.

Past work for the City and nearby municipalities.

Capability to perform design and construction management in a timely manner.

One (1) original and two (2) copies of the SOQ must be submitted in a sealed envelope/package marked “City of Norton General Engineering & Architectural Services,” addressed to Fred Ramey, City Manager at PO Box 618, Norton, Virginia 24273. SOQ’s shall be received no later than 4:00 p.m. (local prevailing time) on Friday, September 20, 2013. SOQ’s received after the above date/time will be rejected and returned to the offeror unopened. It is the responsibility of the offeror to insure that its SOQ is received at the appropriate location and by the designated time. As this is a formal invitation, no faxed or electronic SOQs will be accepted.

Offerors will be evaluated based on the factors outlined in this Advertisement. Informal interviews may be conducted. Following the evaluation process, offerors will be ranked and negotiations will begin with the top-ranked offeror. If an agreement can be reached with the top-ranked offeror that is satisfactory and advantageous to the City and considered fair and reasonable, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be formally terminated and negotiations conducted with the offeror ranked second, and so on until a satisfactory agreement is reached. The City reserves the right to award multiple contracts.

A Decision Notice and Finding of No Significant Impact for the Hardwood Restoration Project on the Clinch Ranger District, George Washington and Jefferson National Forest was signed on June 7, 2013 by District Ranger Jorge Hersel. This Decision Notice will allow the sale of planted White Pine on approximately 100 acres in Compartments 2043, 2050, 2052 and 2076 in Wise and Lee Counties Virginia. Only individuals or organizations who submitted comments or otherwise expressed interest by the close of the specified comment period in March 2012 may appeal this project (36 CFR 215.13). A written appeal of this decision must be submitted within 45 days following the publication date of this legal notice in the Coalfield Progress. Pursuant to 36 CFR 218, District Ranger Jorge Hersel requests comments on the proposed project described below. The Virginia Department of Transportation has requested a 0.139 acre Right of Way adjacent to State Route 630 in Wise County. This easement will be on the north side of State Route 630 where the road travels between corners 6 and 7 of federal tract 550a. This easement to widen the curve to improve the sight distance of drivers and radius of travel on the road. Through VDOT engineer evaluation this curve does not meet modern standards for the amount of traffic this road receives. This project is needed to improve the safety of drivers on State Route 630.

Public Notice is hereby given that the Town of Wise Board of Zoning Appeals will conduct a public hearing on September 18, 2013 at 6:00 p.m. in the Council Chambers of the Wise Municipal Building located at 501 W. Main Street, Wise, VA for the purpose of soliciting public comment with regard to a variance request filed by Cagle Development, LLC for a variance in the minimum parking requirements for a retail store to be located at 224 Park Avenue in the B-1 Neighborhood Business Zoning District.

The application is on file in the office of the Town Planner where it may be examined by interested parties during regular office hours.
