Paramont Coal Company Virginia, LLC is applying for bond reduction on Permit No. 1101894 located in Wise County, 4.5 miles NE of Wise on Birchfield and Dotson Creek. This permit consists of 115.79 acres which are bonded under the Virginia Coal Surface Mining Reclamation Fund (Pool Bond) for $76,000.00 in the form of an insurance surety. As provided by 4 VAC 25-130.801.17 of the Virginia Coal Surface Mining Reclamation Regulations, the applicant is requesting a Phase III Bond Release on Increment # 1 and a total bond reduction of $7,600.00.
This bond reduction request is based on completion of 18 full growing seasons on Increment # 1 and the following reclamation:
1. Backfilling, regrading and revegetation of disturbed areas.
2. Hydro-seeding of disturbed areas in 1991, 1992, 1993.
3. A vegetation ground cover of 90% has been established.
4. The post-mining land uses of hayland/pasture and light industrial (gas pipelines) have been established.
Any person with a valid legal interest which might be adversely affected by this proposal; or an officer or head of any federal, state or local government agency or authority may within 30 days of July 23, 2013 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Division of Mined Land Reclamation hold a public hearing or an informal conference. Box 2470, Wise, Virginia 24293 is applying to the Virginia Division of Mined Land Reclamation for a permit in Application 108693 to conduct coal surface mining and reclamation operations at the following location: At coordinates North 3,542,738.1216, East 10,310,129.30, 3 miles Northeast of Wise between Routes 633 and 634, at the head of an unnamed tributary to Pole Bridge Branch of Steele Fork, Cranes Nest River. The site is located on the Wise U.S.G.S. 7.5 minute quadrangle map. The proposed operation will come within 100’ of Route 634, Pole Bridge Road.
Drainage and waste water resulting from the permitted operation will be discharged as follows:
All surface drainage and wastewater resulting from the proposed operation will pass through approved sediment control structures and then be discharged into Steele Fork of Cranes Nest River.

A copy of the draft NPDES permit and fact sheet are available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the proposed operation, or an Officer, or Head of any Federal, State, or local government agency or authority may within 30 days of July 9, 2013 submit written comments or objections to the Division of Mined Land Reclamation concerning the proposed operation and may also request, in writing, that the Division hold an Informal Conference concerning the application.
