The Wise County Board of Supervisors is seeking proposals from contractors for the construction of parking area improvements located at the rear of the Wise County Courthouse. The scope of construction will include expansion of the existing paved parking area into an adjacent area recently rough graded, as shown on plans and technical specifications. Areas around existing drop inlets and manholes at which deterioration of the pavement is evident should be patched. Straight-line saw cuts will be required, where necessary, to ensure an appropriate blend into the existing paved parking area. Construction will also include asphalt sealing and pavement marking of the entire Courthouse parking area, as indicated on plans and technical specifications. The bidder will be responsible for field verifying the required rough-graded area for finish grading, preparation, and asphalt paving, as well as the entire area for sealing and marking.

Preparation and paving of the new parking area can be accomplished within a normal working schedule. However, in order to maintain as near normal business conditions and minimize disruptions and inconveniences for patrons of the Courthouse, all work relating to the sealing and marking should be planned, and coordinated with Courthouse maintenance personnel, for a period beginning no earlier than a Friday morning, at which time the area will be cleared of vehicles; and ending no later than a Sunday evening, at which time the area can again be opened to the public (except in the case of Memorial Day week-end, at which time ending would be no later than Monday evening). Time is of the essence for the completion of this project.

Cumberland River Coal Company, P. O. Drawer 109 Appalachia, Virginia 24216 is applying to the Virginia Division of Mined Land Reclamation for Phase II bond release on Increment No. 2 of Permit No.1102011 located in Wise County approximately 1 mile NE of Dunbar, Virginia. The post mining land use for this permit area is unmanaged forest. The northing and easting are approximately 3546400 and 10243670, respectively. The permit area consists of approximately 503.25 Pool Bonded acres. The Flat Gap, VA and Norton, VA USGS 7.5-minute topographic map was used to describe the location of the permit area.

As provided by § 4 VAC 25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $1,383,000.00 in the form of a Surety posted for this permit be reduced by $1,089,500.00. This bond release request on Increment No. 2 is based upon the completion of two growing seasons for Increment No. 2 of this permit.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any Federal, State, or Local Government agency or authority may within 30 days of May 17th, 2013 submit written comments or objections, concerning this bond reduction, and may also request, in writing, that the Division of Mined Land Reclamation hold a public hearing or an informal conference. A copy of materials concerning this request will be available for public inspection at the Division of Mined Land Reclamation’s office in Big Stone Gap, Virginia.

Joint Public Hearing Notice




The Virginia Department of Transportation and the Board of Supervisors of Wise County, Virginia in accordance with Section 33.1-70.01 of the Code of Virginia will conduct a joint public hearing in the Board of Supervisors Meeting Room located in the Wise County Courthouse, 206 East Main Street, Wise, Virginia 24293 on Thursday, May 23, 2013 at 6:00 p.m. The purpose of this public hearing is to receive public comment on the proposed Secondary Six-Year Plan for FY 2014 through 2019 in Wise County and on the Secondary System Construction Budget for FY 2013/14. Copies of the proposed Plan and Budget may be reviewed at the VDOT District Office, 870 Bonham Road, Bristol, VA 24201 and in the office of the County Administrator, 206 East Main Street, Wise, VA 24293.

All projects in the Secondary Six-Year Plan that are eligible for federal funds will be included in the Statewide Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation funds.
