Paramont Coal Company Virginia, LLC, 5703 Crutchfield Drive, Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation (VDMLR) for a Final Bond Release on Permit No. 1201829, Ambrose Branch Deep Mine, by Application 1008476. The site is situated in Wise County, 1.3 miles northeast of Bean Gap on Ambrose Branch, off State Route 673. The Pound, Virginia USGS 7.5 minute topographic quadrangle map was used to describe the location of the permit area. The site is at northing 3,572,440 and easting 10,294,325.
The permit consists of approximately 20.97 acres which are cost bonded for $143,400. As provided by 4 VAC 25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $143,400, be released.
The bond release request is based upon the following reclamation:
1. The permit area has been regraded and revegetated.
2. The permit area was revegetated in April 2010 (remining).
3. The post-mining land uses of “Agricultural-Grazing Land” and “Fish and Wildlife Habitat-Species Managed Area” have been achieved.
A copy of the application materials will be available for inspection and public comment at VDMLR’s Big Stone Gap office. Any person whose interests are or may be adversely affected by this proposal, or any Officer or Head of any Federal, State, or Local Government agency or authority may within 30 days of April 2, 2013 submit written comments or objections to VDMLR concerning the proposed operation and may also request, in writing, that VDMLR hold an informal conference concerning the application. A request for an informal conference shall follow the requirements of 4 VAC 25-130-773.13(c) of the Virginia Coal Surface Mining Reclamation Regulations.

HEARING OF PROPOSED BOND ISSUE BY THE
TOWN OF COEBURN
The Council of the Town of Coeburn, Virginia (the “Council”) will hold a public hearing on the proposed issuance of bonds by the Town of Coeburn, at one time or from time to time. The estimated maximum amount of such bonds is $1,594,346. The general purposes for which the bonds are to be issued, and the proposed uses of the proceeds of such bonds, are (a) to finance the cost of improvements to the Town’s sewer system, including financing the transition from the Town’s sewage treatment plant and the Flatwood Job Corps’s sewage treatment plant to the Coeburn-Norton-Wise Regional Wastewater Treatment Plant, for which use more than 10 percent of the total bond proceeds is expected to be used, and (b) to pay the costs of issuing the bonds. The public hearing, which may be continued or adjourned and at which persons may appear and present their views on the proposed bond issue, will be held at 6:30 P.M. on Monday, April 8, 2013, or as soon thereafter as the matter may be heard, before the Council in the Train Depot at 502 Front Street East.
