Red River Coal Company, Inc., P.O. Box 668, Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation for renewal of CSMO Permit Number 1100084/NPDES Permit Number 0080084 in order to continue the operations at the following location:

Approximately nine miles north of Norton in Wise County, near the headwaters of Guest River. The permit area can be reached by turning west off Rt. 620 approximately 0.4 mile north of the intersection of Rt. 620 and 701. The permit area covers 162.45 acres on the eastern slope of Indian Mountain between Critical Fork and Roberts Branch.

The permit area is located on the Flat Gap, VA-KY USGS quadrangle map.

The proposed operation will come within 100 feet of State Route 620.

Drainage and wastewater resulting from the mining operation will pass through approved sediment control structures and be discharged to Critical Fork and Guest River.

Box 1010, Wise, Virginia 24293, having been issued Surface Mine Permit 1101954, located approximately one mile Northwest of Imboden Virginia in Bearpen Branch in Wise County, will be conducting blasting on the area covered by the permit. Blasting will be in accordance with all applicable state and federal laws and will commence according to the following schedule of dates and times as approved by the regulatory authority.

Wise County Redevelopment and Housing Authority is accepting bids for mowing services at nine of its housing sites throughout Wise County. The minimum requirements are: (1) Satisfactory demonstration of performance capacity; (2) Satisfactory demonstration of insurance, including liability and workers compensation; (3) Must be located in Wise County or surrounding area.

REQUEST FOR BIDS

Sealed bids for paint and painting supplies will be received at the office of the Supervisor of Maintenance, Wise County School Board, P.O. Box 1217, Building E, Wise, VA 24293, until 2:00 P.M. local time Tuesday, April 2, 2013. All bids will be publicly opened and read aloud at this time. Contract awards will be made within thirty (30) business days after conclusion of bid opening. The procedure for withdrawal of bids due to error shall be according to Section 2.2 - 4330 of the Code of Virginia.

PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Town Council of the Town of Wise, Virginia will hold a public hearing on Tuesday, March 26, 2013 at 7:00 p.m. in the Council Chambers of the Wise Municipal Building located at 501 West Main Street on a proposed ordinance requiring a permit to solicit at any residence, the following: present or future work, payment for any work, gifts of money or property, or loans of money. This proposed ordinance also prescribes punishments and penalties for violations thereof as a Class 1 misdemeanor.

At the public hearing, citizens may appear and present their views. Paramont Coal Company Virginia, LLC is applying for bond release on Permit No. 1201866 located in Wise County, 1 miles W of Coeburn, VA, off Route 813 on Guest River .This permit consists of 5.36 acres. As provided by 4 VAC 25-130.800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the applicant is requesting that the current total bond amount of $16,000 in the form of an insurance surety posted for this permit be released.

This bond release request is based on the following Phase III reclamation:

1. Backfilling, regrading, topsoiling and hydroseeding of the disturbed area.

2. Final hydroseeding was performed on 06/21/07 and trees planted 03/11/08.

3. All disturbances have been revegetated.

The post-mining land use is unmanaged forest.
