CITY OF NORTON
The City of Norton (City) invites Statements of Qualifications (SOQ) from qualified firms/individuals for professional engineering services required to support the design, permitting, bidding, resident project representation and construction administration for Phase I of its system-wide water improvements program funded by the Virginia Department of Health, Project No. WSL-08-13. The City proposes to award a single contract for the project encompassing the replacement of undersized waterlines and those in poor condition with 2,900 linear feet (lf) of 8-inch waterline, 3,600 lf of 6-inch waterline, 2,200 lf of ?-inch waterline, 33 gate valves, 12 fire hydrants, 1 blow-off valve, 2 air release valves, 60 water service reconnections with radio read, and associated appurtenances.
Statements of Qualifications will be considered based on the following criteria:
Experience and qualifications of individuals available for assignment.
Location of offeror’s principal office and proximity to the City of Norton.
Relevant experience in providing similar services.
Past work for the City and nearby municipalities.
Capability to perform design and construction management in a timely manner.

One (1) original and two (2) copies of the SOQ must be submitted in a sealed envelope/package marked “City of Norton System-wide Water System Improvements Project Phase III,” addressed to Fred Ramey, City Manager at PO Box 618, Norton, Virginia 24273. SOQ’s shall be received no later than 4:00 p.m. (local prevailing time) on February 08, 2013. SOQ’s received after the above date/time will be rejected and returned to the offeror unopened. It is the responsibility of the offeror to insure that its SOQ is received at the appropriate location and by the designated time. As this is a formal invitation, no faxed or electronic SOQs will be accepted.
Offerors will be evaluated based on the factors outlined in this Advertisement. Informal interviews may be conducted. Following the evaluation process, offerors will be ranked and negotiations will begin with the top-ranked offeror. If an agreement is satisfactory and advantageous to the City and considered fair and reasonable, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be formally terminated and negotiations conducted with the offeror ranked second, and so on until a satisfactory agreement is reached.

Norton Coal Company, LLC of P. O. Box 458 Big Rock, Virginia 24603 is applying to the Virginia Division of Mined land Reclamation for a Renewal of PERMIT No.1101834, in order to continue the operations at the following location.
The operation is located in Dickenson County, Virginia approximately 4.2 miles southwest of Nora, Virginia on Middle Fork. The site can be located on the Nora, Virginia U.S.G.S. 7.5 Minute Quadrangle Map at latitude 37˚01’45” and longitude 82˚22’11”
Drainage and waste water resulting from the permitted operation will be discharged as follows:
Receiving stream(s). Middle Fork and Cowan Rose Creek
Type of discharge. Surface runoff

The public is hereby notified that the Town Council of the Town of Wise, Virginia, will hold a public hearing on January 22, 2013, at 7:00 p.m. in the Council Chambers of the Town of Wise Municipal Building located at 501 West Main Street. The purpose of the public hearing is to hear comments from interested citizens regarding the proposed issuance of general obligation water bonds of the Town in the estimated maximum principal amount of $2,000,000. The purpose of the proposed bonds is to finance various upgrades and improvements to the Town’s water system, including, without limitation, improvements to the Town’s water treatment plant and reservoir, together with related expenses.

Paramont Coal Company Virginia, LLC of 5703 Crutchfield Drive, Norton, VA 24273, is applying to the Division of Mined Land Reclamation for a revision to permit number 1601891 in order to change the post-mining land use on 2.44 acres from unmanaged forest to public road and to classify an additional 0.67 acres of the permit as industrial (utilities). The site is located in Wise County at Latitude 36° 55' 17", Longitude 82° 20' 02", on the Saint Paul 7.5' U.S.G.S. quadrangle at Virginia City off Route 58A.
