Paramont Coal Company Virginia, LLC is applying for bond release on Permit No.1501867, located in Wise County, 1 mile N of Coeburn, VA off Route # 72 in Dale Ridge Hollow. This permit consists of 286.91 acres. As provided by 4 VAC 25-130.800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $344,400.00 in the form of an insurance surety posted for this permit be released.
This bond release request is based on the following Phase III reclamation:
1. Backfilling, regrading and revegetation of all disturbed areas.
2. Final hydroseeded was performed on 10/15/03 and trees were planted in 2004, 2005, 2007 & 2010.
3. A vegetation ground cover of 90% has been established and the post-mining land uses have been implemented.
4. The post-mining land uses are industrial, unmanaged forest and fish & wildlife habitat.
Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of December 18, 2012 submit written comments or objections concerning this bond release, and may also request, in writing, that the Division of Mined Land Reclamation hold a public hearing or an informal conference. A copy of materials concerning this request will be available for public inspection at the Division of Mined Land Reclamation's office in Big Stone Gap, Virginia.

Paramont Coal Company Virginia, LLC is applying for bond reduction on Permit No. 1101894 located in Wise County, 4.5 miles NE of Wise on Birchfield and Dotson Creek. This permit consists of 148.25 acres which are bonded under the Virginia Coal Surface Mining Reclamation Fund (Pool Bond) for $447,000.00 in the form of an insurance surety. As provided by 4 VAC 25-130.801.17 of the Virginia Coal Surface Mining Reclamation Regulations, the applicant is requesting a Phase II Bond Reduction on Increment # 1 and a Phase I Bond Reduction on Increment # 2. The applicant is requesting a total bond reduction of $371,000.00.
This bond reduction request is based on completion of 17 full growing seasons on Increment # 1 and the completion of reclamation on Increment # 2 and the following reclamation:
1. Backfilling, regrading and revegetation of disturbed areas.
2. Hydro-seeding of disturbed areas in 1991, 1992, 1993 and 2012.
3. A vegetation ground cover of 90% has been established.
4. The post-mining land uses of hay-land/pasture and light industrial (gas pipelines) have been established

PUBLIC NOTICE
OF SURFACE MINE
BLASTING SCHEDULE
In compliance with Section 4 VAC 25-130-816.64 in Chapter 19 of Virginia Coal Surface Mining Control and Reclamation Act of 1979, notice is hereby given that the undersigned, having been issued Virginia Coal Surface Mining Permit Number 1102056. The permit is located in Wise County, approximately one mile west of Pound, Virginia on South Fork of Pound River off State Route 671. The permit area is located on the Pound and Flat Gap USGS quadrangle at N. 3,587,500.7010 and E. 10,280,425.1091(NAD 83).
The blasting will comply with applicable state and federal laws.
Blasting will be conducted from 8:00 am - 12:00 pm and 1:00 pm - 6:00 pm on Monday through Saturday. Blasting will be conducted from December 28, 2012 to December 28, 2013.
Access to the blasting area will be controlled to prevent unauthorized entry at least ten (10) minutes prior to any blasting event. A warning signal, indicated by three (3) long blasts on an air horn, will be sounded to clear the area. Then another warning signal indicated by two (2) long blasts on an air horn, a two minute delay, then one (1) long horn blast prior to blasting will be sounded. Following detonation, an all-clear signal consisting of three (3) short blasts of the air horn will be sounded. The warning and all-clear signals will be audible within a range of one-half mile from the point of the blast in accordance with applicable State and Federal laws.
Blasting will not be conducted at times significantly different from those listed except in emergency situations where weather or public safety requires unscheduled detonation. Should such a situation occur, access will be blocked and warning signals given as described above.

DISPOSE OF ABANDONED
AGRICULTURAL ANIMALS
Notice is hereby given pursuant to Va. Code Section 3.2-6569 that a hearing will be held in the Wise County General District Court, 206 E. Main Street, Wise, Virginia 24293, on December 19, 2012, at 9:30 a.m. on the petition of Wise County Animal Warden, Glen Arwood, Case No. V12-1782 for the determination under that statute that 11 chickens, 8 rabbits, 14 birds, 2 dogs and 1 cat seized by the Animal Warden in Wise County on December 10, 2012 at 9715 Orby Cantrell Highway in Wise County are abandoned animals within the term of that statute and for entry of an order by the Court for the proper disposition of these animals as authorized by said statute.
Any persons interested in the matter including anyone claiming ownership of these animals are to appear at said hearing.
