Red River Coal Company, Inc., P.O. Box 668, Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation for renewal of CSMO Permit Number 1100033/NPDES Permit Number 0080033 in order to continue the operations at the following location:
Approximately nine miles north of Norton in Wise County, near the headwaters of Guest River. The permit area can be reached by turning west off Rt. 620 approximately 1.2 miles north of the intersection of Rt. 620 and 701. The permit area covers 1,254.37 acres on the eastern slope of Indian Mountain between Fox Gap and Powell River.
The permit area is located on the Flat Gap, VA-KY USGS quadrangle map.
The proposed operation will come within 100 feet of State Routes 626 and 825.
Drainage and wastewater resulting from the permitted operation will pass through approved sediment control structures and be discharged to Guest River, Critical Fork, Powell River, Phillips Creek, and South Fork Pound River.
A copy of the application materials is available for public inspection and comment at the Wise County Circuit Court Clerk’s Office. A copy of the draft NPDES permit and fact sheet are available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the Renewal application, or an Officer, or Head of any Federal, State, or local government agency or authority may within 30 days of November 20, 2012 submit written comments or objections to the Division of Mined Land Reclamation concerning the renewal application; and may also request, in writing, that the Division hold an Informal Conference concerning the application. A request for an informal conference shall follow the requirements of 4 VAC 25-130-773.13c of the Virginia Coal Surface Mining Reclamation Regulations.
