COAL SURFACE MINING/NPDES PERMIT
UNDER CHAPTER 19
CODE OF VIRGINIA
Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation for renewal of CSMO Permit Number 1100024/NPDES Permit Number 0080024 in order to continue the operations at the following location:
Off State Routes 626 and 825 near Lipps, in Wise County, Virginia, along the ridge between Big Branch and Pinnacle Creek; and in Hall Branch approximately one-half mile east of Route 620.
The permit area is located on the Flat Gap, VA-KY USGS quadrangle map.
Drainage and wastewater resulting from the permitted operation will pass through approved sediment control structures and be discharged to Big Branch, Hall Branch and Guest River.
A copy of the application materials is available for public inspection and comment at the Wise County Circuit Court Clerk’s Office. A copy of the draft NPDES permit and fact sheet are available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the Renewal application, or an Officer, or Head of any Federal, State, or local government agency or authority may within 30 days of October 9, 2012 submit written comments or objections to the Division of Mined Land Reclamation concerning the renewal application; and may also request, in writing, that the Division hold an Informal Conference concerning the application. A request for an informal conference shall follow the requirements of 4 VAC 25-130-773.13c of the Virginia Coal Surface Mining Reclamation Regulations.

RED RIVER COAL
OF PROPOSED BOND ISSUE
BY THE CITY OF NORTON VIRGINIA
The Council of the City of Norton, Virginia (the “Council”) will hold a public hearing on the proposed issuance of bonds by the City of Norton. The estimated maximum principal amount of the bonds is $656,403. The only proposed uses for which the bonds are to be issued is to finance (a) the costs of improvements to the City’s water system, for which use more than ten percent of the total bond proceeds is expected to be used, and (b) the costs of issuing the bond. The public hearing which may be continued or adjourned, and at which persons may appear and present their views on the proposed bond issue will be held at 6:00 p.m., or as soon thereafter as the matter may be heard, on October 16, before the Council in the Municipal Council Chambers, 618 Virginia Avenue, N.W., Norton, Virginia.
The Wise County Planning Commission will hold a public hearing on Monday, Oct. 15, 2012 at 5 p.m. in Board of Supervisors meeting room on the first floor of the Wise County Courthouse for the following:
Wise County is requesting to Rezone property in the Esserville section of Norton/ Wise, near the Norton Commons Shopping Center and the new Central High School site. The recommendation is to rezone approximately 13 parcels, on Morrison Road, Misty Springs Road and Mountain Top Lane, that are currently R-1 to a B-2 District. The parcels are identified as Tax ID #008885, 008984, 009090, 009936, 009939, 009940, 010342, 010459, 012393, 012927, 031632, 032662, 037333.
