Long accused of ignoring the coal-producing Appalachian region’s economic plight, the Obama administration has launched a two-part program to help local economies under extreme stress. Local officials and a local environmental group are taking advantage of the White House’s POWER Initiative (Partnerships for Opportunity and Workforce and Economic Revitalization), which offers grants from a $30 million-plus seed fund to plan economic redevelopment and diversification options.
