Wise County’s Industrial Development Authority last month agreed to allocate $15,000 to help establish a countywide animal spay/neuter program, but a legal challenge to the funding source has the very first payment on hold. The Columbus Phipps Foundation of Clintwood filed a civil complaint April 29 seeking a court judgment that the IDA has failed to fulfill obligations for a $1 million gift and 40 acres in land it received from the estate of the late Carol Phipps Buchanan.
