TITLE 45.1




Cumberland River Coal Company, P. O. Drawer 109 Appalachia, Virginia 24216 is applying to the Virginia Division of Mined Land Reclamation for Phase II bond release on Increment No. 2 of Permit No.1102011 located in Wise County approximately 1 mile NE of Dunbar, Virginia. The post mining land use for this permit area is unmanaged forest. The northing and easting are approximately 3546400 and 10243670, respectively. The permit area consists of approximately 503.25 Pool Bonded acres. The Flat Gap, VA and Norton, VA USGS 7.5-minute topographic map was used to describe the location of the permit area.

As provided by § 4 VAC 25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $1,383,000.00 in the form of a Surety posted for this permit be reduced by $1,089,500.00. This bond release request on Increment No. 2 is based upon the completion of two growing seasons for Increment No. 2 of this permit.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any Federal, State, or Local Government agency or authority may within 30 days of May 17th, 2013 submit written comments or objections, concerning this bond reduction, and may also request, in writing, that the Division of Mined Land Reclamation hold a public hearing or an informal conference. A copy of materials concerning this request will be available for public inspection at the Division of Mined Land Reclamation’s office in Big Stone Gap, Virginia.

On May 24, 2013, the Wise County Redevelopment & Housing Authority shall make available for public review a draft copy of its components of its Five Year and Annual Plan per the guidelines of 24 CFR 903, a requirement of the Quality and Work Responsibility Act of 1998.

A public hearing will be held at the WCRHA central office at 107 Litchfield Street in Coeburn at 2:00 PM on July 12, 2013.

These documents will be available Monday through Friday from 8:00AM to 4:00 PM in the conference room at the WCRHA Central Office at 107 Litchfield Street NW in Coeburn, VA. At this time WCRHA shall receive and consider any and all comments prior to finalization of their agency plan for submission to HUD on or before July 17, 2013.



The City Council of the City of Norton, Virginia will hold a Public Hearing on Tuesday May 21, 2013 at 6:00 PM in the Municipal Council Chambers located at 618 Virginia Avenue, N.W., Norton, Virginia. The purpose of the hearing is to solicit input on the 2013-2014 Budget of the Norton City Schools. Joint Public Hearing Notice




The Virginia Department of Transportation and the Board of Supervisors of Wise County, Virginia in accordance with Section 33.1-70.01 of the Code of Virginia will conduct a joint public hearing in the Board of Supervisors Meeting Room located in the Wise County Courthouse, 206 East Main Street, Wise, Virginia 24293 on Thursday, May 23, 2013 at 6:00 p.m. The purpose of this public hearing is to receive public comment on the proposed Secondary Six-Year Plan for FY 2014 through 2019 in Wise County and on the Secondary System Construction Budget for FY 2013/14. Copies of the proposed Plan and Budget may be reviewed at the VDOT District Office, 870 Bonham Road, Bristol, VA 24201 and in the office of the County Administrator, 206 East Main Street, Wise, VA 24293.

All projects in the Secondary Six-Year Plan that are eligible for federal funds will be included in the Statewide Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation funds.
