The Department of Mines, Minerals, and Energy, Division of Mined Land Reclamation, of the Commonwealth of Virginia, pursuant to the authority granted in the Virginia Coal Surface Mining Control and Reclamation Act of 1979 (Chapter 19, Article 4, Section 45.1-260 et seq.,) with funding provided by the 2010 Consolidated Grant, has determined and found that:
Land located along State Route 644 (Pole Bridge Road) approximately 0.4 miles southeast of the Lonesome Pine Airport in Wise County, Virginia, has been adversely affected by past coal mining practices, to wit:
1. Property owners, both known and unknown, are hereby notified of the Division’s intention to reclaim the area adversely affected by past coal mining practices. The purpose of this Notice is to provide notice to any landowners, heirs, assigns and devisees who may be affected by the proposed reclamation and who have not been identified and who have not granted written consent.
2. The public health, safety and property is endangered by: exposed highwalls, impounded mine water and subsidence areas
3. The proposed action consists of:
Constructing temporary access roads
Eliminating highwalls using onsite borrow material
Establishing positive drainage for water impounded in abandoned mine works by opening the mine; installing drains, channels and other structures to control and convey the mine water off-site. The mine entrance will then be resealed.
Stabilizing subsidence areas by drilling into the mine voids and partially filling the mine voids with grout. Grout columns will extend to the surface at drilling locations.
Utilizing drainage and sediment control throughout the duration of this project
Establishing vegetation on all areas disturbed by this work

The Banner Company is applying for bond reduction on Permit No. 1102049 located in Dickenson County 2.7 miles south of Nora on Brushy Ridge. This permit consists of 91.77 acres which are bonded for $409,600.00 in the form of insurance surety. As provided by §§4 VAC 25-130-800.40 and 4 VAC 25-130-801.17 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting a bond reduction of $204,000.00 on increment number 1, consisting of 67.74 acres.
This bond reduction request is based on completion of 7 full growing season(s) and the following reclamation:
Backfilling and regrading, topsoil placement, seeding and tree planting.
Reclamation was completed on May 5, 2005.
All disturbed areas have been stabilized. Ground cover and trees are established where applicable.

Access to the blasting area will be controlled to prevent unauthorized entry at least ten (10) minutes prior to any blasting event. A warning signal indicated by 3 long blasts on an air horn will be sounded to clear the area. Then another warning signal indicated by two long blasts on an air horn, two-minute delay, then one long horn blast prior to the blasting and an all-clear signal indicated by three short blasts of longer horn will be audible within a range on one-half mile from the point of the blast in accordance with applicable State and Federal laws.
Blasting will not be conducted at times other that those announced except in emergency situations where rain, lightning, atmospheric conditions, or operator or public safety requires unscheduled detonation as approved by the Division of Mined Land Reclamation.
This schedule will be republished and redistributed at least every 12 months by mail to local governments and public utilities and by mail or delivered to each resident(s) within one-half mine of the permitted area described in the schedule. In addition to residents, each person working within one-half mile of the permit area shall be notified of the meaning of the blasting signals.

The Wise County Board of Supervisors will be receiving proposals for performing the financial and compliance audit of the County.
Specifications and requirements may be secured at the County Administrators’ Office beginning April 19, 2013 at 9:00 a.m.
An optional pre-proposal conference will be held on April 30, 2013 at 11:00 a.m. in the conference room located in the County Administration Office at the Wise County Courthouse located at 206 East Main Street, Wise, VA, to answer any questions which might arise and to discuss general background information about the governmental unit and its operations.
