Notice is hereby given to all interested persons of a public hearing of the Board of Supervisors (the “Board”) of the County of Wise, Virginia (the “County”), to be held on Thursday, March 14, 2013 at 6:00 p.m. or as soon thereafter as possible in the Juvenile & Domestics Relations Court/Board Meeting Room (Room 141), 206 East Main Street, Wise, Virginia 24293, concerning the intention of the Board to propose for passage a resolution entitled “A Resolution of the County of Wise, Virginia, Authorizing the Issuance and Sale of a Not to Exceed $4,200,000 Solid Waste Revenue Bond, Series 2013, and Providing for the Form, Details and Payment Thereof,” authorizing the issuance of a solid waste revenue bond of the County of Wise, Virginia in the estimated maximum amount of $4,200,000. The proposed use of the bond proceeds is to finance construction, renovation and expansion to the County’s solid waste system and related legal, consulting and administrative fees. 1. Backfilling, regrading, topsoiling and hydroseeding of the disturbed areas.
2. Final hydroseeded was performed on 08/25/03 and trees planted on 03/03/04.
3. All disturbances have been revegetated.
4. The post-mining land uses of unmanaged forest, fish & wildlife habitat-wetlands and industrial-gas wells/pipelines have been successfully implemented.

Paramont Coal Company Virginia, LLC of 5703 Crutchfield Drive, Norton, VA 24273 is applying to the Virginia Division of Mined Land Reclamation to amend 27.59 acres to Permit Number 1301873. The revision will amend Permit No. 1201858, which includes existing NPDES Outfalls 001& 003. A new raw coal material handling system will be constructed and the existing clean coal material handling system will be expanded. The permit covers 441.30 acres located in Wise County, 2 miles N of Coeburn, VA off Route 652 on Toms Creek. It appears on the Coeburn 7.5 U.S.G.S. Quadrangle at latitude 3? 58' 08", longitude 8? 27' 24".

Wise County is seeking proposals for recycling of the County’s waste metal goods.
The proposal must include the following:
•Guaranteed minimum price for metal
•Method and schedule of payment
•Method of pickup of metal
•Length of contract
•Method of disposal of any refrigerants found in metal appliances
Proposals will be accepted until 4:00 PM on Monday, March 11, 2013 in the Office of the County Administrator, PO Box 570, Wise, VA 24293. Wise County reserves the right to reject any and all proposals.
Sealed bids for custodial and paper supplies will be received at the office of the Supervisor of Maintenance, Wise County School Board, P.O. Box 1217, Building E, Wise, VA 24293, until 2:00 P.M. local time Tuesday, March 12, 2013. All bids will be publicly opened and read aloud at this time. Contract awards will be made within thirty (30) business days after conclusion of bid opening. The procedure for withdrawal of bids due to error shall be according to Section 2.2 - 4330 of the Code of Virginia.

In compliance with Section 4 VAC 25-130-816.64 in Chapter 19 of the Virginia Coal Surface Mining Reclamation Regulations, notice is hereby given that Ambrose Branch Coal Company, Inc. having been issued Surface Mine Permit No. 1500883 will be conducting blasting on the area covered by the permit located in Wise County, approximately 4.5 miles south of Pound, Virginia in Cavenger Hollow. The permit area is located on the Pound USGS quadrangle at N. 3,570,570.072 and E. 10,290,114.0037. The blasting will comply with applicable state and federal laws. Blasting will be conducted from:

Access to the blasting area will be controlled to prevent unauthorized entry at least ten (10) minutes prior to any blasting event. A warning signal, indicated by three (3) long blasts on an air horn, will be sounded to clear the area. Then another warning signal indicated by two (2) long blasts on an air horn, a two minute delay, then one (1) long horn blast prior to the blasting and an all-clear signal indicated by three (3) short blasts will be audible within a range of one-half mile from the point of the blast in accordance with applicable State and Federal laws.
Blasting will not be conducted at times other than those announced except in emergency situations where weather or public safety requires unscheduled detonation as approved by the regulatory authority.
