OF SURFACE MINING BLASTING SCHEDULE

In compliance with Section 4 VAC 25-130-816.64 in Chapter 19 of the Virginia Coal Surface Mining Reclamation Regulations, notice is hereby given that True Energy Fuels, LLC having been issued Surface Mine Permit No. 1102056 will be conducting blasting on the area covered by the permit located in Wise County, approximately one mile west of Pound, Virginia on South Fork of Pound River off State Route 671. The permit area is located on the Pound and Flat Gap USGS quadrangle at N. 3,587,500.7010 and E. 10,280,425.1091 (NAD 83). The blasting will comply with applicable state and federal laws. Access to the blasting area will be controlled to prevent unauthorized entry at least ten (10) minutes prior to any blasting event. A warning signal, indicated by three (3) long blasts on an air horn, will be sounded to clear the area. Then another warning signal indicated by two (2) long blasts on an air horn, a two minute delay, then one (1) long horn blast prior to the blasting and an all-clear signal indicated by three (3) short blasts will be audible within a range of one-half mile from the point of the blast in accordance with applicable State and Federal laws.

Blasting will not be conducted at times other than those announced except in emergency situations where weather or public safety requires unscheduled detonation as approved by the regulatory authority.

NOTICE OF

PUBLIC HEARING

OF PROPOSED BOND

ISSUE BY THE

TOWN OF COEBURN

VIRGINIA

The Council of the Town of Coeburn, Virginia (the “Council”) will hold a public hearing on the proposed issuance of bonds by the Town of Coeburn, at one time or from time to time. The estimated maximum amount of such bonds is $432,150. The general purposes for which the bonds are to be issued, and the proposed uses of the proceeds of such bonds, are (a) to finance the cost of improvements to the Town’s water system, including the installation of new waterlines, three hydropneumatic stations, and water system appurtenances, as well as the necessary reconnections, for which use more than 10 percent of the total bond proceeds is expected to be used, and (b) to pay the costs of issuing the bonds. The public hearing, which may be continued or adjourned and at which persons may appear and present their views on the proposed bond issue, will be held at 5:00 P.M. on Tuesday, December 18, 2012, or as soon thereafter as the matter may be heard, before the Council in the Train Depot at 502 Front Street East.
